Senior Process Safety Management Engineer
Location: Krotz Springs, LA
The Client’s Company is a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels and convenience store retailing. The refining assets consist of refineries
operated in Tyler and Big Spring, Texas, El Dorado, Arkansas and Krotz Springs, Louisiana with a combined nameplate crude throughput capacity of 302,000 barrels per day.
The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.
Role Summary:
Responsible for the direct support to the refinery in Process Safety/Risk Management Plan to attain production, quality, cost, safety, and environmental goals. This position requires expertise in PHAs of existing and new process/projects, developing and implementing PSM/RMP programs, leading investigations, and root cause analyses, assessing PSM/RMP and reliability systems, and assessing equipment reliability systems. Serves as the subject matter expert on facility siting, PSVs, pressure relief, and flare studies.
Essential Duties and Responsibilities:
• Provides leadership, counsel and technical assistance to the refinery departments in the field of
process safety to attain production and environmental goals.
• Develops PSM/RMP KPIs to drive improvement throughout the refinery.
• Leads and documents the PHA/hazard evaluations of each phase of projects.
• Participates in Layer of Protection Analyses (LOPA) for process units, including assisting with the identification and application of independent protection layers per refinery procedures.
• Conducts PSV design basis reviews and performs relief calculations as required.
• Ensures refinery policies for SIS are consistent with regulatory requirements.
• Works with site maintenance to perform safety system proof test procedures in the refinery.
• Develops and maintains refinery units IPL and safety-critical equipment lists as identified in PHA and LOPA reviews to ensure refinery requirements and design specifications are met for SIS and
other safety-critical equipment.
• Assists with the design and review of refinery loss prevention systems such as emergency isolation valves (EIVs) and fire protection systems.
• Works with the Unit Engineers and Operations to develop preliminary AFEs to resolve PSM/RMP recommendation in accordance with the company’s risk criteria.
• Lead incident investigations and root cause analysis.
Leadership Capabilities:
• Must be able to provide recommendations and guidance to refinery management and employees
on Process Safety.
• Must have good communication skills both written and oral.
• Must be able to lead investigations, PHAs and LOPAs and provide recommendation on corrective actions.
Minimum Required Education:
• Bachelor’s degree in chemical engineering preferred but other disciplines will be considered.
Minimum Required Experience:
• Minimum 5 years’ experience in engineering, refinery operations, and/or maintenance with applied experience in Process Safety Management (PSM). Must be computer proficient.
