Chief Accounting Manager - DC/Metro Area

Procon Consulting LLC is seeking a Chief Accounting Manager with 8 to 10 years of experience to oversee the accounting, financial management, and Federal contracts support for a growing firm located in Arlington, VA. The ideal candidate has a track record of aggressively leveraging technology to provide real time critical Financial Reporting and forecast information to support senior management decision making and critical business analysis. This individual will handle and oversees the full-cycle accounting and finance duties which includes: Accounts Payable, Payroll, Accounts Receivable, Contract Billings, Revenue Recognition, Fixed Assets, general ledger accounting, month-end close, account reconciliations, and financial reporting.

Responsibilities:

Duties will include providing Financial leadership and contract management Support to Senior Management.

Accounting & Financial Administration
  • Preparation of timely and accurate monthly financial reports upon which management can make informed financial decisions.
  • Develop & provide to management key metrics on financial performance, interpret results and provide analysis & plans for enhanced profitability.
  • Provided financial analysis on new contract proposals.
  • Participate in the budgeting, forecasting and annual planning processes, and help develop long/short-term financial plans and annual budgets.
  • Oversee monthly billing and collections.
  • Preparation and analysis of job cost reporting, analyze financial performance and provide recommendation and plans to enhance profitability, indirect rate management and reconciliations, and financial variance analysis.
  • Assisting with the year-end audit and interaction with external legal advisors/tax accountants.
  • Establish and maintain accounting procedures and controls and monthly accounting calendar.
  • Assist and oversee month end close cycle and year-end closing.
  • Prepare monthly account reconciliations/analysis and journal
  • Prepare monthly bank reconciliation.
Planning, Policies, & Compliance
  • Oversees the development and implementation of policies and procedures to ensure effective communication with supervisors and managers. 
  • Monitor and manage the documentation of accounting policies and procedures and suggest improvements to current workflow. 
  • Oversees the development and implementation of policies and procedures to ensure effective communication with supervisors and managers,
  • Maintain company accounting systems. 
Strategic Planning and Business Development
  • As a member of the senior team, help identify and prioritize long-term goals and strategies for Procon.
  • Assumes a leadership role in helping Procon identify new business opportunities and providing financial models for other senior staff to analyze business opportunities. 
  • Sets long-term, medium-term and short-term financial goals for Procon with the senior team.
  • Closely monitors sales and maintains corporate pricing strategies. 
Skills and Abilities

Extensive knowledge of the practices and principles of fiscal planning and management, accounting, budgeting, cash management, contract management, relevant state and federal statutes, rules and regulations governing fiscal management of a government contracting organization, working knowledge of computerized accounting systems and knowledge of MS Excel and Word;

Qualifications:
  • Bachelor’s degree in finance, accounting or Masters Degree preferred.
  • Minimum of 8 year’s experience as a Chief Accounting Officer and/or Controller for a government
  • Highly proficient with Deltek GCS Premier and Deltek Time & Expense; experience with Deltek's Costpoint is a plus.
  • Highly skilled with Microsoft Office Suite especially Excel and
  • Experience with Cognos.
  • Must be an expert in QuickBooks.
  • Experience using Deltek Cost Point DCAA Compliance software is a must including: FFP, T&M and Cost plus Contracts experience. 
  • Experience with a small to mid-size construction management company desired.
  • Knowledge of a service-based business operation with Federal government contracting as well as business principles such as job costs, cost collection, analysis techniques, and project control
  • Ability to research, analyze, make recommendations, and evaluate financial reports to improve the profitability of the organization. 
  • Excellent written and oral communication skills.
  • Must possess working knowledge of the Federal Acquisition Regulation (FAR).
  • Must possess knowledge in Federal government contracting. 
  • Excellent time management skills. 
  • Demonstrates the ability to handle multiple tasks and priorities. 
  • Possesses strong analytical and problem-solving skills. 
  • Ability to work as a team member or as an individual contributor. 
  • Excellent relationship-building skills. 
  • Must have strong customer service orientation; be able to maintain a professional demeanor, and work under pressure to handle critical issues in a timely manner.
