Education Level: Master’s degree (may substitute additional five years of experience for a Master’s Degree).

Position Description: 
Our client is actively seeking a Program Manager to manage a cybersecurity program in the Annapolis Junction area. The Program Manager will provide leadership to a team of highly skilled technical personnel.

We are looking for a Program Manager who understands that they have three stake holders they need to delight

  1. The customer – by recognizing that we need to be responsive to changing priorities and being aligned to the customer’s mission.
  2. The project staff – by mentoring, providing feedback and evaluating them on a continuing basis to ensure our staff are willing, able and ready to meet customer’s demands.
  3. Company Management – by executing the company vision through compliance to Government and company processes and reporting requirements that will ensure quality in our software and service that we deliver to the customer.

Responsibilities:
The Program Manager will be the single point of accountability for all program deliverables and will be responsible for producing the desired customer outcomes.

  • Contracts Management: To ensure that we meet all customer’s requirements, the Program Manager will be responsible for understanding all contract requirements and ensuring that all contract deliverables are completed and delivered on time.
  • Personnel Management: To ensure that we bring the right talent to meet customer’s requirements, the Program Manager will be responsible for recruiting, retaining and directing qualified and skilled personnel.
  • Subcontractor Management: The Program Manager will be responsible for monitoring, managing and evaluating all subcontractor personnel
  • Quality Management: To ensure that we maintain and deliver quality products and service to our customer, the Program Manager will be responsible for following GITI Quality Management System requirements and setting applicable quality standards for contract performance.
  • Configuration Management: To ensure that we maintain, archive and deliver contract deliverables and maintain version control, the Program Manager will be responsible for establishing and maintaining a central repository of all contract deliverables.
  • Financial Management: To ensure that we demonstrate fiscal responsibility to the customer, the Program Manager will be responsible for tracking and reporting all project expenses and exercising project budget control to ensure that the tasks are completed on time and within budget.
  • Risk Management: To ensure that the customer is aware of project issues and risks and our avoidance and mitigation strategies, the Program Manager will be responsible for tracking, reporting and mitigating risk items associated with schedule, scope and resources.
  • Staff Management: To ensure that we comply with Government audit, reporting and quality standards, the Program Manager will be responsible for monitoring and managing time sheets, doing staff appraisals, facilitating training and growth opportunities for project staff.  mentoring and guiding staff and ensuring compliance to quality standards on a continuing basis.
  • Resource Management: To ensure that we leverage all available resources to meet customer’s requirements, the Program Manager will be responsible for identifying, acquiring and using company resources to ensure project success and customer satisfaction and loyalty.
  • Project Reporting: The Program Manager will comply to all project reporting requirements as required by the customer and as stated in the PWS – Typically this includes Status reports, financial reports, staffing reports, risk reports, monthly status briefings, and program management reviews.
  • Management Reporting: To enable GITI management be aware of project progress, the Program Manager will be responsible for reporting the program status to senior management - including staffing needs, milestones and deliverables status, funding and funds status, issues and risks, customer success stories and opportunities for future growth in the project. The Program Manager will participate and present program status in the quarterly program management reviews at headquarters.

Qualifications:
  • Experience managing projects that include Knowledge Management, Process Improvement, SharePoint and Web development, Information Assurance and providing Tier-2 and Tier-3 Help desk Support.
  • Experience in planning, directing, and managing quick reaction technical teams that meets changing customer requirements
  • Experience managing contracts at customer site where project performance is visible, scope creep is possible and customer satisfaction is mandatory.
  • Experience providing written and oral communications to high-level management.
  • Experience managing Cost-Plus-Fixed-fee task orders/contracts in the Federal Government.
  • Experience managing subcontractors.

Desirable:
  • Experience managing cyber projects
