Panum is looking for a candidate to provide contract closeout execution and financial and procurement analysis support in support of our client, the US Coast Guard. This is for an awarded contract; the period of performance is 1 year. The location for this task in Norfolk, VA.
Candidate must possess the acumen and capacity to work independently and proficiently; handle multiple work priorities; provide subject matter guidance across all facets of the acquisition process; and interface with USCG uniform and civilian staff in a professional manner.
Responsibilities
Contract Closeout Execution. Provide contract closeout assistance services in accordance with FAR 4.804 and applicable USCG policies and practices.
- Checklist preparation and desk audit of contract files identified for closeout
- Confirmation of receipt of products/services
- Vendor release
- Confirmation of invoices, payments, and balances; assist with documentation of closing out USCG highest priority closeouts within the Open Obligation Validation Application (OOVA)and DD Form 1594 completion notice and execution of necessary modifications and administrative actions required to complete the closeout.
- Assist contracting officers to de-obligate excess funds in support of closeout efforts, as necessary.
- Similar practices shall be applied to MIPRs and IAAs and all other award instruments.
- Maintain inventory control; track the status of closeout actions planned, pending, and completed; and coordinate as required with Government staff.
- Provide financial and procurement analysis to ensure that closeout actions are thorough and complete within the respective Cost Accounting Systems (CAS) and USCG contract writing systems (e.g., CIMS, FPO, NESSS, ALMIS, WINS). This includes requesting, or authoring, reports and data extracts as necessary, engaging with CG-831/FINCEN/CG-913 counterparts to identify priorities of effort and application of resources, and reconciling the status of actions as required by reporting policy (e.g., weekly, monthly, annually).
- Providing subject matter expertise and critical inputs to working groups and audit remediation efforts
- Documenting lessons-learned and providing remedial instruction/guidance to Government staff
- Coordinating with external agency (e.g., servicing agency) staff to establish protocols and processes that support improved management/execution of MIPRs and IAAs.
- Assist with the updates and review of OOVA with appropriate financial POC as designated by the contracting offices.
- Assist with tracking and documentation for USCG' s highest priority closeouts as designated.
- Provide Monthly Status reports to the Team Lead
Skills Required
- To qualify based on your work experience, your resume must describe at least three years of experience in contract closeout support with at least one year of the three years of experience closing construction contracts.
- Must have a bachelor's degree and least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
