Program Management and Psychological Testing Support:

DESCRIPTION OF SERVICES: 

 
This Task Order (TO) is issued under the 711th HPW (711 HPW) Mission Support Services Basic Contract. Services shall include scientific research design, professional update of the scientific literature, development of a data spreadsheet with criterion and predictor variables, administration and collection of cognitive aptitude and personality testing data and training outcome data, as well as discussion of the results, authorship of research technical reports, presentation of study results to AF leadership, as well as overall project management.  Support shall require contractor employees to interface with USAFSAM/FH Aeromedical Research staff, 711th Human Performance Wing (711th HPW) staff, USAF Major Operations Command (MAJCOM) staff, Air & Education Training Command (AETC/A3), Air Force Special Operations Command (AFSOC), Air Force Personnel Center (AFPC) and Headquarters Air Force United States Surgeon General (HQ/USAFSG) staff.  This effort includes tasks and activities to be performed by the contractor employees, to support research on data as predictive of subsequent performance outcome measures to special warfare and other high risk, high demand airmen training and operational performance. The contractor shall meet the requirements of this task order with the professional support and technically qualified personnel to assist in areas required to meet the stated objectives and to accomplish the work required. 

DESCRIPTION OF EDUCATION AND EXPERIENCE REQUIRED:

  • Bachelor’s degree in Psychology and/or Social Science, with experience with administration of psychological testing and evaluation of USAF military personnel. 
 
  • Seven (7) years of experience working within USAF and Army military communities in overseas and non-overseas installations.
 
  • Have experience with administering, scoring, and storing psychological testing for cognitive aptitude and personality based measures for special warfare operators and/or special warfare aircrew. 
 
  • Have experience administering cognitive and non-cognitive testing, utilizing computer and/or mobile based devices.
 
  • Have experience as a psychological testing technician within a special warfare operational unit and working with licensed clinical, operational psychologist embedded within special warfare unit. 
 
  • Be familiar with requirements and standards of the American Psychological Association (APA) regarding administration, storage and utilization of psychological testing. 

DESCRIPTION OF TASKS:

  • Provide SME oversight, and administer psychological testing (cognitive and non-cognitive) to training candidates and operators, to ensure such activities are conducted in a fashion consistent with the APA standards and ethics code. 
 
  • Work with 737 TRW staff (and other USAF agencies as needed), to maintain an active schedule delineating testing times and days for access to testing training candidates and operators. 
 
  • Utilize both desk top computer based, as well as mobile based computer tablets to administer cognitive and non-cognitive psychological testing.
 
  • Work with USAFSAM FESP staff to maintain a log of all training candidates programmed and tested across each respective career field receiving testing. 
 
  • Provide SME input to, and revise as necessary, procedures for administration, scoring, and storing of psychological test scores for training candidates in a fashion consistent with APA standards and ethics, as well as AF IT regulations. 
 
  • Develop a written manual documenting procedures, regarding administration, scoring, and storing of psychological testing procedures, as well as a data flow topography documenting how data is administered, transferred, and stored via secure IT procedures consistent with AF IT regulations and IT agency input at USAFSAM. 
 
  • Communicate and interact with USAFSAM/FE and AETC IT agents, as needed, in coordination with USAFSAM FESP military and civilian staff to ensure data procedures regarding administration, scoring, transferring, and testing are consistent with AF IT regulations and approved by the appropriate IT authorizing agencies. 
 
  • Complete required IRB training and ensure psychological test data is managed in a fashion consistent with IRB approved protocols. 
 
  • Complete HIPPA training, maintain confidentiality and privacy of all data collected, and ensure data is secured on identified USAFSAM FESP AF military networks.
 
  • Document psychological testing proficiencies through peer and program manager review and recording of testing skills with training candidates.
