Research Program Manager

DESCRIPTION OF WORK

The Center for the Sustainment of Trauma and Readiness Skills (C-STARS), Baltimore, Maryland, is an Air Force Medical Service training platform partnered with the University of Maryland, Baltimore Shock and Trauma Center, which provides advanced training and research opportunities for Department of Defense (DoD) medics. For this effort, the candidate shall provide professional expertise to coordinate and assist in the programmatic management of research to support the 711th Human Performance (711 HPW), Airman Systems Directorate, Warfighter Medical Optimization Division (RHM). The candidate shall interface with 711HPW/RHM leadership and staff, other professionals across both the Air Force Research Laboratory, Air Force Medical Services, the Defense Health Agency, the Department of Defense, and the University of Maryland leadership, staff, and subject matter experts.

DESCRIPTION OF EDUCATION AND EXPERIENCE REQUIRED

The candidate shall have...

  • Any Bachelor’s degree
  • APDP Level II certification in Program Management, Systems Planning Research Development and Engineering (SPRDE), or Contracting
  • At least seven (7) years of experience in research-related project management. 
  • Be proficient in Microsoft software programs which include: Word, Outlook, PowerPoint, Excel, and Project.

NOTE: Other relevant experience and education (e.g., PMP or PjMP certifications) may be considered an acceptable substitute for any of the requirements listed above.

DESCRIPTION OF TASKS

The candidate shall...

  • Assist with program management activities including: AF budget/financial assessment and support obligation and expenditure reporting to include communicating with financial support staff; and contract development, management, and reporting to include: verification of deliverables against contracts; procuring/receiving supplies/equipment; noting and reporting program contractual discrepancies; communicating and coordinating contractual activities to appropriate parties.
  • Assist designated 711HPW/RHM technical professionals and management collecting procurement requirements, developing procurement packages, and disseminating information to include, cut-off dates for submitting supply and equipment requirements, and changes or proposed changes to procedures affecting AFRL/711HPW supply support services.
  • Assist with contracting and procurement data maintenance created for Government use or legally controlled by the Government in support of the functional activity, or required by AF publication, IAW with the AF records management procedures in AF Instruction (AFI) 33-322, Communications and Information and the Air Force Records Disposition Schedule. The contractor personnel shall support the maintenance and updates of 711HPW/RHM Project File System.
  • Provide and maintain purchase transaction statistics to resource managers and program management, as requested.
  • Provide capability to collect, analyze and appraise acquisition data required to draw conclusions and work with the 711HPW/RHM portfolio program managers to devise solutions to problems relating to improvement of acquisition effectiveness and compliance.
  • Possess the analytical ability to define or recognize the dimension of the problems involved, to collect the necessary data to establish the facts, and recommend action based upon application or interpretation of established guidelines.
  • Have knowledge of the Defense Medical Logistics Standard Support (DMLSS) system and the process to interface with DMLSS staff to assist procurement for research equipment and supplies.
  • Possess a working knowledge of defense acquisition and medical research policies and regulations and recommend appropriate action consistent with those guidelines. 
  • Conduct research processes including AFRL Institutional Review Board (IRB) and Institutional Animal Care and Use Committee (IACUC) approvals. 
  • Assist with proofreading and editing project plans, research proposals, and data collected by program managers and support staff members to assess research requirements to support contractual activities.
  • Coordinate and submit protocol related documents to both local and military Institutional Review Boards (IRB) and Institutional Animal Care and Use Committee (IACUC). 
  • Assist 711HPW/RHM technical professionals and management to ensure compliance of general and study specific regulatory related processes with Standard Operating Procedures, as well as FDA, National Institutes of Health (NIH), and applicable regulations for the reporting of events to regulatory agencies.
  • Prepare progress reports for the IRB/IACUC and provide auditing trails to assure protocol compliance.
  • Perform and complete assignments involving work with diverse and dynamic groups. 
  • Establish and maintain a constant and effective working relationship within the division, the directorate, 711 HPW, MAJCOMs, Air Staff, academia, business, and industry customers, partners and stakeholders for coordination, support and changes to the scope of assigned work. 
  • Maintain effective working relationships with principal investigators, other program managers, researchers and support staff involved in the acquisition of medical systems and conduct of medical research.
  • Recommend solutions to improve processes and maximize mission accomplishment through efficient utilization of resources, assist with resource estimates for solutions for AFMS-validated modernization needs, and provide resource analysis support for execution of medical modernization projects.
