Behavioral Science Research Professional

DESCRIPTION OF SERVICES:

This Task Order (TO) is issued under the 711th HPW (711 HPW) Mission Support Services Basic Contract. Services shall include scientific research design, professional update of the scientific literature, database management, data collection and statistical analysis, discussion of the results, and composition of research technical reports and presentation development. Support shall require contractor employees to interface with 711 HPW and USAFSAM/FESP staff, as well as line leadership. This effort includes tasks and activities to be performed by the contractor employees, to support research on the psychological health screening data and operational performance. The contractor shall meet the requirements of this task order with the professional support and technically qualified personnel to assist in areas required to meet the stated objectives and to accomplish the work required.

DESCRIPTION OF EDUCATION AND EXPERIENCE REQUIRED

  • Ph.D. degree in Industrial Organizational psychology or related Behavioral Science degree.

  • Completed coursework training (or equivalency) in behavioral science research. Various aspects of research experience shall include study design, technical report writing, presentations, and coordination with Investigational Review Board (IRB).

  • Seven (7) years of experience with designing military professional presentations, regarding statistical results and associated statistical methodologies with web based psychological health assessments results, as well as presenting results at peer reviewed national forums and to Senior Executive Service and General officer) leadership.

  • Have experience working and designing official reports in behavioral science, with regards to occupational psychological assessment data collected from high demand career fields.

  • Seven (7) years of experience engaged in behavioral science research with military officer and/or enlisted airmen. The contractor employee(s) shall be thoroughly familiar with military culture and organizational structure.

  • Seven (7) years of experience conducting psychological assessment research of USAF airmen and soldiers high risk, high demand career fields and/or whom must meet psychiatric and enhanced security standards relative to mental health readiness and adaptation.

DESCRIPTION OF TASKS

  • Be responsible for overall statistical analysis of study psychological health assessment data in consultation with USAFSAM/FESP professional staff, AF leadership organizations who respond to survey, as well as other contractor research teammembers.

  • Design an annual strategic plan, in consultation with USAFSAM/FESP Branch staff, as well as relevant USAF and Army military and civilian team members involved in the project with assessing both USAF and Army RPA operators. Plans shall address research objectives outlined by the principal investigator, in coordination with the Project Manager, regarding administration, retrieval, and analyses of the study data via web-based program.

  • Coordinate with USAFSAM/FESP Branch and 711 HPW staff, as well as relevant USAF and Army military and civilian team members to complete required research paperwork with the appropriate IRB (USAF and Army), at the direction and input of the principal investigator. This includes completion of IRB paperwork for assessing both USAF and Army RPA operators relevant to study objectives.

  • Provide line leadership a relevant scientific literature review and data analyses as well as participate in related discussions with USAFSAM/FESP staff.

  • Develop a database suitable for analyses of predictors of psychological health and adaptation as well as criterion and various outcome measures (to be used for assessment). The contractor employee(s) shall confer with and adviseUSAFSAM/FESP professional staff, regarding optimal statistical approach to analysis of relationship between predictor variables of health and adaptation and outcome measures. The contractor employee(s) shall perform statistical analyses of study data using various descriptive and inferential statistical procedures. The contractor employee(s) shall perform discrimination methods to identify critical assessment methodologies (cut offs, multiple cut-off, and profile method) that will identify Airmen at high risk of stress and operational performance problems, or medical difficulties.

  • Minimize any threats to the validity of the database, as well as maintain the data in a secure fashion consistent with IRB protocol and safeguards. The contractor employee(s) shall maintain confidentiality of screening data, contents of technical reports, and presentation of data deemed sensitive and not releasable to the general public. The contractor employee(s) shall complete the appropriate IRB paperwork and training requirements for conducting research.

  • Engage with, as appropriate, USAF HAF, MAJCOM, Wing, Group, and Squadron (and Army agency equivalents) personnel, to ensure optimal data collection strategies, storage, and maintenance of screening data and measures are employed and maintained. The contractor employee(s) shall establish a normative baseline screening data process for specific installations and units, as needed, to support medical and line leadership customer requests.

  • Prepare reports of scientific/statistical results in support of scientific literature publication, in coordination with USAFSAM/FESP and 711 HPW staff, as well as relevant USAF and Army military and civilian team members. The number of professional presentations, reports, and papers shall be determined based upon the relevance of research findings, as they become available.

  • Expect to travel, as needed, to provide professional support, customer consultations, and research presentations at line leadership meetings and professional conferences. The contractor employee(s) shall maintain communications with project personnel that facilitate teamwork; adhere to strict confidentiality and classification requirements in all forms of communication.

  • Put together the required USAF and Army IRB protocol packages to perform the study. The contractor employee(s) shall work with both USAF and Army civilian and military psychologists involved with the research project regarding assessment administration, storage, and analyses of responses from both USAF and Army RPA operators.
