DESCRIPTION OF SERVICES:
This Task Order (TO) is issued under the 711th HPW (711 HPW) Mission Support Services Basic Contract. Services shall include scientific research design, professional update of the scientific literature, database management, data collection and statistical analysis, discussion of the results, and composition of research technical reports and presentation development. Support shall require contractor employees to interface with 711 HPW and USAFSAM/FESP staff, as well as line leadership. This effort includes tasks and activities to be performed by the contractor employees, to support research on the psychological health screening data and operational performance. The contractor shall meet the requirements of this task order with the professional support and technically qualified personnel to assist in areas required to meet the stated objectives and to accomplish the work required.
DESCRIPTION OF EDUCATION AND EXPERIENCE REQUIRED
- Bachelor’s degree in a healthcare related field.
- 10 years of experience with the administration, collection, storage, and reporting of health assessments screenings.
- 5 years of experience working with a multidisciplinary team of health care providers focusing on health counseling and education.
DESCRIPTION OF TASKS
- Be responsible for day to day administration of surveys to operational units, as well as project management of operations in administrative, technical, and logistical support for the Occupational Health Stress Screening research project for both USAF and Army RPA operators targeted by the study effort.
- Be responsible for coordination between agencies within the 711 HPW and across USAF and Army agencies and units, as well as coordination with other contract team members regarding health assessment administration, data collection, and reporting of assessment results.
- Serve as a liaison between principal investigator, 711 HPW organizations involved with the research, as well as USAF and Army line leadership representatives. The contractor employee shall coordinate with Walter Reed Institute of Aeromedical Research (WRIAR) and 711 HPW research divisions involved in the project regarding administration, retrieval, and analyses of the health stress screening data via web-based program.
- Oversee, manage, and troubleshoot all project information
system needs, and ensure effective communication strategies between USAF and Army customers (and USAFSAM and Army project staff. The contractor employee shall manage all web-based assessment administration across USAF and Army units, design and implement administration plan in coordination with line leadership, as well as address survey maintenance issues, to include survey modifications and unit response rates.
- Maintain project suspense dates, calendar and keep all project members informed in a timely manner through appropriate follow up. The contractor employee shall effectively liaison with project staff, USAF and Army line leadership and representatives regarding participation response rates per unit. The contractor employee shall provide timely feedback to CCs regarding survey response rates and results and troubleshoot with line staff on how to improve response rates, as needed, to support acquiring appropriate sample size for statistical analyses.
- Design and build, as necessary in coordination with statistician and principal investigator, all electronic products required for the project (Word documents, Excel spreadsheets, and PowerPoint presentations) which will provide feedback to USAF and Army line and medical leadership.
- Be responsible for data management and coordinating process with project team members, which shall include input, maintenance, electronic format products, and storage of all project data. The contractor employee shall assist staff in the collection of survey data maintenance and downloading into the project database, as well as develop and modify health screening measures as needed in support of research goals.
- Maintain research data and corresponding documents in a manner consistent with IRB protocol and safeguards regarding human research. The contractor employee shall coordinate with USAFSAM/FESP Branch and 711 HPW staff to complete required research paperwork with the appropriate IRB (USAF and Army), at the direction and input of USAFSAM/FESP Branch staff and relevant Army military and civilian team members. The contractor employee shall assist line leadership in the review, understanding, and application of relevant scientific literature and data analyses and participate in related discussion with USAFSAM/FESP Branch staff. The contractor employee shall assist in the completion of IRB paperwork and training requirements for conducting research.
- Provide project operations support, to include assistance with USAFSAM/FESP research activities and travel arrangements in support of project goals and objectives.
- Maintain confidentiality of assessment data, contents of technical reports, and AF presentations deemed sensitive and not releasable to the general public.
- Assist in the preparation of reports of scientific/statistical results in support of scientific literature publication where approved, in coordination and with input from USAFSAM/FESP Branch and 711 HPW staff, as well as relevant USAF and Army military and civilian team members. The number of professional presentations, reports, and papers shall be determined, based upon the relevance of research findings as they become available. The contractor employee shall present study results, in professional fashion, as required, to USAF and Army leadership at local, MAJCOM, and HAF levels (and Army agency equivalents), as well as national conferences where approved.
- Maintain a coherent budget sheet and log of project expenses that involve purchase of government and contractor travel. The contractor employee shall identify and discuss monetary needs/requirements with the principal investigator and USAFSAM research team members to achieve project goals.
- Expect to travel as needed to provide professional support, customer consultations, and research presentations at line leadership meetings and professional conferences. The contractor employee shall maintain communications with project personnel that facilitate teamwork; adhere to strict confidentiality and classification requirements in all forms of communication.
- Arrange and participate in research team meetings with USAF and Army research team members, as required, to ensure effective communication between research team members as related to the achievement of project research goals.
