ID Card Administrative Assistant

DESCRIPTION OF WORK

This work is to provide administrative support services to the US Army Reserve Command (USARC) Directorate of Personnel (G-1). The candidate shall provide administrative support services to USARC to operate Command Access Card (CAC) work stations and support the Government’s issuance of CACs to eligible recipients in support of the local U.S. Army Reserve Component ID Card Office.

DESCRIPTION OF REQUIRED EDUCATION AND EXPERIENCE

DESCRIPTION OF REQUIRED SECURITY CHECKS REQUIRED

The candidate shall have an initiated National Agency Check with Inquires (NACI) and a favorable completion of Federal Bureau of Investigation (FBI) fingerprint check, or a eDoD-determined equivalent investigation. Continued employment under the awarded Contract is contingent on all contractor employees eventually obtaining and maintaining a favorable NACI and FBI Fingerprint check.

DESCRIPTION OF TASKS

The candidate shall...

  • Be responsible for the accountability, control, verification, and issuance of military identification (ID) cards and CAC Cards for active duty military, reserve and National Guard members, military retirees, family members/dependents, and other eligible recipients. 
  • Perform ID and CAC issuance support services by processing identification issuance requests and supporting the Government’s issuance of identification badges for building and system access systems, following the guidance of Air Force, Army, and DoD policy directives.
  • Operate the CAC Card Issuance Systems to verify information and conduct all required background checks to ensure that only eligible recipients with authorization receive a USARC-issued CAC Cards.
  • Perform all required ID card and CAC issuance verification/background tasks to include researching and reviewing source documents, verifying eligibility, and discussing entitlements as defined in the RAPIDS Training Guide.
  • Process and complete the DoD Defense Enrollment Eligibility Reporting System (DEERS) and the Real-Time Automated Personnel Identification System (RAPIDS) input and updates accurate and in timely manner. 
  • Maintain all required information and records in the DEERS/RAPIDS system.
  • Operate DEERS RAPID equipment to update and maintain electronic and paper filing system to support CAC Card statistics, hiring actions, and the entry or any additional CAC information / correspondence received.
  • Participate as a contracted advisor on military ID card and CAC related boards and functional workgroups, and provide recommendations to COR. 
  • Coordinate and recommend new policies or revisions to current policies supporting operations based on quality control (QC) site visits and feedback from field locations.
  • Review and make recommendations to USARC on detailed plans for implementation of the Army’s mandate for digitally signing and encrypting emails, central issuance facility, user maintenance portal/post issuance portal, CAC PIN reset, and integration of biometric and proximity card technologies. 
  • Provide input recommendations through the USARC Communications Directorate (G-6) for updating information on the USARC CAC website through the appropriate USARC webmaster.
  • Coordinate with USARC and the Contracting Officer Representative (COR) to disseminate service specific policies regarding issues pertaining to the CAC/military ID cards, as well as providing assistance in the preparation, staffing and coordination of all policy changes, as necessary.
  • Coordinate with the COR to integrate new plans and procedures to reduce soldiers, family member and civilian ID card processing wait time at all facilities.
  • Complete 85% of inputs and updates no more than fifteen (15) minutes from the time the customer sits down at their desk until their records in the DEERS/RAPIDS records are complete.
