DESCRIPTION OF SERVICES:
This Task Order (TO) is issued under the 711th HPW (711 HPW) Mission Support Services Basic Contract. The contractor shall provide professionally and technically qualified support services to assist USAFSAM/FESS and USAFSAM/FES, and shall interface with FESS, FES, FE leadership and staff, other USAFSAM departments, other subject matter experts, as well as DoD professionals from multiple organizations. The contractor employee shall provide subject matter expertise to a multi-disciplinary team, established to provide an agile and comprehensive response to complex operational questions from the field, and within this framework, shall assess, contribute to, and support in-house operational consultation cell mission providing quick response capability, data collection and analysis ability. The contractor employee shall employ expertise to provide active surveillance capability, as well as to maintain and expand relevant data repositories of interest.
DESCRIPTION OF EDUCATION AND EXPERIENCE REQUIRED
- Master’s degree in Biomedical Engineering, or Mechanical Engineering, with experience in biomedical systems.
- 1 to 5 years’ experience working on research projects, collecting and analyzing biomedical data, technical writing, and presenting findings to internal groups, as well as scientific and professional conferences.
- Work experience greater than five years may be considered in lieu of a Master’s degree, if work history shows documentation of strong technical skills.
DESCRIPTION OF TASKS
- Have experience with human subject research, acceleration, high altitude research and/or the effects of adverse physical environments on the human body and human performance.
- Have experience in the application of research projects, human- interface design and evaluation, the analysis of research data, and writing technical reports. The contractor employee shall have experience with the presentation of study results and technical information in professional settings.
- Possess the ability to effectively communicate technical information, taking into account the audience and the nature of the information (technical, sensitive, controversial).
- Be a self-motivated individual who possesses an enthusiasm for creating innovative solutions in a rapid development environment, an understanding of a process-based approach to consultation and technical application, and a thorough attention to detail, ensuring that tasks are accomplished in a complete, precise, and accurate manner.
- Provide biomedical expertise for the Operational Consult Service and support the performance of USAFSAM studies and analysis portfolio.
- Conduct comprehensive literature reviews on consultation/project topics, and aide in reviewing study proposals and IRB protocols for team application design and support databases for team products.
- Recommend and conduct market analysis on emerging technologies, as needed to support ongoing and new consultations and train team members on technologies.
- Provide biomedical engineering advice for aerospace medical and biomedical consultation and study questions, observes as an expert consultant on human interface design, testing, and certification projects/consultations, and provide technical biodynamic recommendations on applicable aviation systems.
- Analyze data, produce reports and present at professional engineering / scientific meetings, and collaborate with engineers and scientists in Government and academia to coordinate biomedical consultations.
- Make clear presentations and reports; listen to others, attend to nonverbal cues, recognize potential miscommunication, and communication issues in an appropriate manner.
