DESCRIPTION OF SERVICES:
This effort includes tasks and activities to be performed by the contractor in support of USAFSAM Education Department. The contractor will provide professionally and technically qualified individuals to perform the tasks outlined in the following paragraphs to fulfill the requirements of this task order. The scope of support for this activity is to perform as an instructor of the Basic Leadership Airman Skills Training (BLAST) course. In addition, the scope of support would include performance as an instructor for other USAFSAM formal faculty development courses.
DESCRIPTION OF EDUCATION AND EXPERIENCE REQUIRED
- Bachelor’s degree and at least 5 years of experience in supporting a formal education program or in a related area.
- Knowledge and understanding of applicable Air Force and professional standards is mandatory. Knowledge of military and civilian guidelines that govern policy and procedure, successful completion of USAFSAM's and Department's orientation programs is required.
- Minimum of 5 years of experience in supporting a formal education program or in a related area.
- Previous education and training experience is mandatory. Management experience to the flight level is required.
- “The following are highly desirable: Prior instructor experience, experience with Student/Learning Management Systems, experience within the medical field, and experience with trusted care training. Highly desirable elements will be considered a strength.
DESCRIPTION OF TASKS
- Contractor will instruct on several topics essential to operations within the medical treatment facility (ex. Time management, Leadership Engagement). Will be required to assist other instructors during their lessons. In addition, the contractor will collaborate and coordinate with other instructors or sections on day to day tasks such as preparing the room for instruction, testing equipment for proper operation, and serve as a student mentor/coach while class is in session.
- Contractor may be required to instruct in Faculty Development Courses when BLAST course is not in session. The instructor shall be able to withstand prolonged periods of standing. Instructor must maintain subject matter knowledge of course material by receiving an overall rating of “Excellent” on instructor evaluations.
- Be able to increase student learning through development of a relevant progressive curriculum, designing effective learning strategies and environments, delivering instruction of high quality, and advising students. Comply with all institutional, accrediting and regulatory agency policies and procedures. Must attend and participate in training and meetings as directed by the course director.
- Support to Course Director: The contractor shall interact with course director(s) and others, such as course developers, registrar personnel, testing and evaluation personnel, and/or faculty development personnel to ensure the integrity of the BLAST program. The contractor shall assist course director(s) by researching and drafting course documents, such as agendas, lesson plans, presentations and other associated administrative documents (i.e.-Mentor Bios/Lesson Syllabus). The contractor shall advise course director, assists in responding to and resolving student issues, and elevate program administrative problems. Provide End of Course (EOC) feedback that shall be utilized for course improvement.
- Administrative Duties: The contractor shall assist with answering student questions. The contractor will assist with attendance, class roster, completion and/or coordination of course graduation activities. The contractor shall assist in development of student resource materials to include locally developed, and externally provided. When not supporting BLAST, the contractor will assist with other mission-related duties as assigned. Facilitate printing/supply orders. Contractor may assist in tracking student prerequisites and resolving issues prior to student arrival. Maintain accurate attendance records and call on or follow-up with absent students.
- The contractor shall assist course director with annual course schedule and coordinate with Registrar Division personnel for individual student scheduling. The contractor will update course schedules as needed. The contractor assists in the lodging and travel arrangements, security clearances and orders for visiting speakers and other official visitors. Collaborate with registrar personnel to reserve classroom and testing bays as needed by the course. May assist with scheduling of mentorship events.
- Support to Students: The contractor shall assist with course orientation activities on day one of training, including network access, issuance of student resource materials, leadership welcome briefings, and tours. The contractor shall provide information, support and problem solving for students on a wide range of issues.
- Required Training: Contractor is required to graduate a Basic Instructor Course or refresher course if previously an instructor. Additional training, such as trusted care training, may be required in the job to help meet course(s) objectives. An individual who meets all the requirements, except Basic Instructor Course, will be scheduled to attend the next available course. Since Basic Instructor Course is unique to the Government, it will be offered at Government expense and location of the course offered shall be an alternate work location for the contractor. These are Government unique certificates which cannot be obtained in the civilian community.
- Excellent interpersonal skills are required. Excellent writing and verbal communication skills are required. Must possess a working knowledge of AFIs and AFMS associated regulatory processes as well as experience with continuous process improvement, patient safety, customer service, building and delivering briefings as well as using IMIT/Learning Management System solutions such as Blackboard/Genius. Instructors shall be proficient with Microsoft Office Suite and able to incorporate programs to include Excel, PowerPoint, Outlook and Word.
