Program Manager


The purpose of this effort is to acquire professional, scientific, and technical support o services fr the United States Air Force School of Aerospace Medicine Department of Aeromedical Research (USAFSAM/FH) Airmen Integration Research Support Division (USAFSAM/FHS ). USAFSAM/FHS is responsible for research infrastructure and research project execution support, to include tracking of project funding and timelines, contracting support, advice and consultation on research experimental design, support for protocol submissions and clearance by Institutional Review Boards (IRBs) and Institutional Animal Care and Use Committees (IACUCs), consultation in epidemiological practices and methods, and consultation in writing and editing of manuscripts and research articles. The contractor shall provide professional, scientific and technical research and analysis support for USAFSAM/FHS.


Have training in Program Management or Systems Planning, or at least 3 years' experience in Defense Health Program or Medical Research Project Management. Equivalent Project Management
Professional (PMP) certifications shall apply. Proficiency in all standard Microsoft Office computer applications (Word, Excel, Power Point, Project, and Outlook) is necessary for success in this position.

The candidate shall...

Apply acquisition and program management principles
and expertise to monitor program and project accomplishment through the various phases of the acquisition cycle. 

Create administrative and monitoring
support tools, as required to perform daily operations associated with establishment, maintenance and oversight of medical modernization projects. 

Monitor and assist with funds execution, program cost control, schedule adherence, and technical performance of contracted and in-house research projects. 

Maintain an oversight system for resources and projects, and prepare documentation and presentations in support of the oversight management (Semi-Annual Reviews, Quarterly and Ad Hoc Status Reports, and Program Management Reviews).

Employee shall monitor adherence to established management
controls, such as milestones, expenditure rates, management indicators and management reviews to reflect the status of programs and projects. 

Create and maintain management control systems to monitor goals and objectives of program and project resources, and to verify and report on the impact of proposed resource changes and potential problem areas. 

Assist with establishing time phasing for project elements in assigned medical systems acquisition and aerospace medicine
research and development programs and projects for compatibility with Air Force Line and DHP budgeting requirements. 

Provide resource input for current and future year Program Objective Memorandum and Amended Program Objective Memorandum planning and execution objectives.

Perform research and staff studies, provide technical
guidance, and advisory support and assistance to sustain the acquisition, research and development programs and projects assigned to the division. 

Design interagency agreements, decision memorandums, and cost estimates, as requested.

Possess a working knowledge of defense acquisition and aerospace medical research policies and regulations, and recommend
appropriate action consistent with those guidelines.

Be Familiar with research processes, including Institutional Review Board (IRB) and Institutional Animal Care and Use Committee (IACUC) approvals. Using this knowledge, the contractor employee shall proofread and edit project plans, research proposals, and data collected by Program Manager and support staff members for
accuracy and consistency.

Perform and complete assignments involving \work with diverse and dynamic groups. The contractor employee shall establish, build, and
maintain a constant and effective working relationship within the division, the department, USAFSAM, 711 HPW, MAJCOMs, Air Staff, academic, business, and industry customers, partners and stakeholders for coordination, support and changes to
the scope of assigned work. The contractor employee shall build effective working relationships with principal investigators, other program managers, researchers and support staff involved in the acquisition of medical systems and conduct of aerospace
medical research. 

Monitor and assist these individuals in the use of the Resource Management and Tracking System (RMTS) database.

Recommend solutions to improve processes and maximize mission accomplishment through efficient utilization of resources, assist with resource estimates for solutions for Air Force Medical Service (AFMS)-validated modernization needs, and provide resource analysis support for execution of medical modernization projects.

Attend/provide logistic support to meetings with
government and civilian organizations related to DHP research efforts, as required.
