DESCRIPTION OF SERVICES:
This Task Order (TO) is issued under the 711th HPW (711 HPW) Mission Support Services Basic Contract. Services shall include scientific research design, professional update of the scientific literature, database management, data collection and statistical analysis, discussion of the results, and composition of research technical reports and presentation development. Support shall require contractor employees to interface with 711 HPW and USAFSAM/FESP staff, as well as line leadership. This effort includes tasks and activities to be performed by the contractor employees, to support research on the psychological health screening data and operational performance. The contractor shall meet the requirements of this task order with the professional support and technically qualified personnel to assist in areas required to meet the stated objectives and to accomplish the work required.
DESCRIPTION OF EDUCATION AND EXPERIENCE REQUIRED
- Doctoral degree in clinical psychology, from an accredited institution, and an active state license to practice clinical psychology.
- Have 5 years of experience in behavioral science research, working with active duty and DoD military personnel, as well as authorship of official military technical reports and scholarly, peer- reviewed journal publications in behavioral science.
- 10 years of experience as a USAF or Army active duty officer and/or civilian mental health providers, serving in the capacity of a licensed doctoral psychologist providing mental health care to USAF or Army personnel.
- Have graduate course work and experience in clinical research design and development, and in writing published peer reviewed behavioral science research reports.
- Have experience conducting and publishing in behavioral science peer reviewed journals regarding mental health outcomes among USAF RPA, intelligence, or special duty operators.
DESCRIPTION OF TASKS
- Provide USAF and Army team members and relevant USAFSAM professional staff input into aeromedical policy, evaluation and waiver process for USAF and Army operators aeromedically disqualified from RPA operations.
- Accomplish, in coordination with USAF and Army team members, the required IRB research paperwork, with the appropriate IRB approval for conducting research, as well as provide a relevant scientific literature and participate in related discussions with USAF and Army staff.
- Provide a report that summarizes results and outcomes of survey data for operational USAF and Army Commanders, USAFSAM/FESP staff, as well as relevant USAF and Army RPA line and medical leadership.
- Identify critical areas for improvement in research methodology, goals, presentations, and technical reports. The contractor employee shall identify variables of relational significance to potential performance problems, or medical difficulties based upon data gathered, at the direction of USAF and Army leadership and USAFSAM/FESP Research staff. The contractor employee shall design and modify health assessment measures as needed in support of research goals.
