DESCRIPTION OF SERVICES:
The scope of this effort is to provide professional studies, analyses and recommendation, engineering, technical, and scientific support for the completion of comprehensive operational Health Risk Assessment (HRA) business support. The contractor shall meet the requirements of this PWS with the professional support and technically qualified personnel to assist in areas required to meet the stated objectives and to accomplish the work required. All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government. The contractor shall successfully integrate and coordinate all activity needed to execute the tasks according to this PWS: the timeliness, completeness and quality of problem identification, timely identification of issues, and customer satisfaction.
DESCRIPTION OF EDUCATION AND EXPERIENCE REQUIRED
- Master’s degree in Occupational Health and Safety, Industrial Hygiene, or Environmental Health
- 10 years’ experience in evaluating Air Force environmental health policies and programs. An exception to the education requirement may be considered if the experience level warrants; greater than 15 years’ experience performing OEH tasks in the Air Force.
DESCRIPTION OF TASKS
- Provide studies and assessments support to the USAFSAM Occupational Health Program and the requirements identified in DoD, United States Air Force and other organizations (such as the American Industrial Hygiene Association (AIHA), and National Institute of Occupational Safety and Health (NIOSH)) OEH standards. Of particular interest is AFI 48-146, Occupational and Environmental Health Program and AFI 48-146, Occupational and Environmental Health Program Management.
Shall perform or assist with the following tasks:
- A Business Plan which defines business areas, product lines, customers, milestones and objectives and metrics for USAFSAM/OE.
- A comprehensive OEH Program Management Review strategy and model as defined in AFI 48-145 and ANSI/AIHA Z-10, Occupational Health and Safety Management System.
- Risk communication strategies and templates for various OEH concerns within DoD.
- Occupational Environment Health (OEH) Audits and Reviews.
- Management templates for installation level OEH Program manager, by installation and by programs.
- Business flow and data analysis for USAFSAM/OE and for OEH programs across the entire enterprise.
- Design or improve Occupational Environment Health (OEH) guidance for the Air Force.
- Design or improve health hazard recognition, analysis, or control training products.
