DESCRIPTION OF SERVICES:
This Task Order (TO) is issued under the 711th HPW (711 HPW) Mission Support Services Basic Contract. The contractor shall provide professionally and technically qualified project support personnel who will be responsible for day to day project operations, as well as administrative, technical, and logistical support to assist USAFSAM/FESS and USAFSAM/FES. Support shall require contractor employees to interface with FESS, FES, FE leadership and staff, other USAFSAM departments, other subject matter experts, as well as DoD professionals from multiple organizations.
DESCRIPTION OF EDUCATION AND EXPERIENCE REQUIRED:
- APDP Level II certification in Program Management, equivalent PMP or PjMP certification, or at least five years’ program management experience in a military research environment.
- Experience reviewing contractor cost, schedule, and activity reports on research projects, and performing cost, schedule and performance analysis.
- Demonstrated understanding of Institutional Review Board (IRB) and Institutional Animal Care and Use Committee (IACUC) requirements, and have at least 2 years’ experience with the following processes and documentation: IRB, Data Use Agreements (DUA), and Memoranda of Agreement (MOA).
DESCRIPTION OF TASKS:
- Apply acquisition and program management principles and expertise to monitor program and project accomplishment through the various phases of the acquisition cycle. The contractor employee shall create administrative and monitoring support tools, as required to perform daily operations associated with establishment, maintenance and oversight of medical projects, and shall monitor and assist with funds execution, program cost control, schedule adherence, and technical performance of contracted and in-house projects. The contractor employee shall maintain or contribute to maintenance of an FESS oversight system for resources and projects, and prepare documentation and presentations in support of Studies and Analysis oversight management (Semi-Annual Reviews, Quarterly/Ad Hoc Status Reports, and Annual Report).
- Monitor adherence to established management controls, such as milestones, obligation and expenditure rates, management indicators, and management reviews, to reflect the status of programs and projects. The contractor employee shall create and/or maintain management control systems to monitor goals and objectives of program and project resources, and to determine and report on the impact of proposed resource changes and potential problem areas. The contractor employee shall monitor and support obligation and expenditure reporting, to include communicating with financial support staff, and contribute to the development, management and reporting on contracts developed for studies within USAFSAM, to include verification of contract deliverables, receipt of supplies and equipment; noting and reporting contractual discrepancies, and communicating and coordinating contractual activities to appropriate parties.
- Perform research and staff studies, provide technical guidance, advisory support and assistance to sustain assigned projects. The contractor employee shall design interagency agreements, decision memorandums, and cost estimates as requested.
- Work with designated USAFSAM/FE technical professionals and management to collect procurement requirements, develop procurement packages, and disseminate information to include cutoff dates for submitting information technology (IT) software and hardware, medical supply and medical equipment requirements.
- Using their knowledge of defense acquisition and aerospace medical research policies and regulations, as well as research processes including Institutional Review Board (IRB), Institutional Animal Care and Use Committee (IACUC), and Institutional Biosurety Committee (IBC), recommend appropriate action consistent with those guidelines, and proofread and edit project plans, study proposals, and data collected by Government Program Managers and support staff members for accuracy and consistency.
- Perform and complete assignments involving work with diverse and dynamic groups. The contractor employee shall establish, build, and maintain a constant and effective working relationship within the branch, division, department, USAFSAM, 711 HPW, MAJCOMs, Air Staff, academia, business, and industry customers, partners and stakeholders for coordination, support and changes to the scope of assigned work. The contractor employee shall build effective working relationships with principal investigators, other program managers, researchers, and support staff involved in the acquisition of medical systems and conduct of Studies and Analysis projects and associated aerospace medical research. The contractor employee shall monitor and assist these individuals in the use of the Resource Management and Tracking System (RMTS) database and will also assist with project document tracking and maintenance to include version control.
- Recommend solutions to improve processes and maximize mission accomplishment through efficient utilization of resources, assist with resource estimates for solutions to Studies and Analysis needs, and provide resource analysis support for execution of projects.
- Assist with the identification and assessment of assigned projects- risks/issues, and provide recommendations on potential courses of action to mitigate project risks or resolve project issues.
- Develop a general knowledge of the Defense Logistics Standard Support (DMLSS) system and the process to interface with the DMLSS staff to procure equipment and supplies for assigned studies.
- Ensure that all required data created for Government use or legally controlled by the Government in support of assigned studies are maintained and stored in USAFSAM/FESS project file system.
- Capture, analyze, and interpret project related data, generate briefings/posters and presenting information, as required.
- Schedule, attend, and participate in meetings, to include capturing and tracking action items and preparing presentations, support meeting planning, project meetings; provide logistic and technical support to meetings with government and civilian organizations related to DHP studies and consultation efforts, as required.
- Maintain strict compliance with the Privacy Act of 1974, the Health Insurance Portability and Accountability Act, and related federal regulations.
- Participate, as requested, in proposal/document review.
- In addition to duties described above, conduct any other functions and duties recognized as being necessary to conduct their role, within the scope of the effort, such as assisting with day to day operations to ensure Studies and Analysis goals are being met.
