Research Scientist

DESCRIPTION OF SERVICES

The contractor employee shall provide health and medical research support for 711HPW/RHM in addressing USAF mission gaps. The contractor employee shall interface with 711HPW/RHM and 711th HPW Staff, as well as USAF experts and consultants in this field.
The contractor employee selected for this position shall be able to work independently, have the ability to write and design research studies and grants independently, have strong attention
to detail, good organizational skills, initiative in performing assigned tasks, and the ability to follow-up complex projects. The contractor employee shall be able to interact professionally with all levels of personnel in and outside of the organization.

DESCRIPTION OF EDUCATION AND EXPERIENCE REQUIRED:

  • PhD in a field related to the medical field, health sciences or allied sciences. 

  • Five (5) years’ experience and training in health, medical and/or translational research including human subjects’ protections, regulatory affairs, and data collection, with emphasis on bioinformatics, data management, principles of epidemiology, statistics, and the scientific method. 

  • Direct experience in health or medical research, grant writing, laboratory research, and in writing Institutional Animal Care and Use Committee (IACUC) proposals. A record of peer reviewed publications and presentations is required (minimum of 6)

DESCRIPTION OF TASKS:

  • Provide health science research support and shall identify new research ideas, serve as principal investigator, and advise team members on appropriate specific aims, methodologies and assessments, as well as generate novel evaluation techniques to meet complex challenges.

  • Perform duties of a principal/co-principal investigator on new or current research efforts and protocols. They shall have the responsibility for initiating, submitting, and applying research aligned with the strategic priorities of the 711HPW. They shall review relevant scientific literature, technical reports from other DOD groups and attend scientific conferences or other technical meetings to stay current on the state of the art for medical and human performance research.

  • Produce, assess, coordinate and submit protocol related documents to both local and military Institutional Review Boards (IRB) and Institutional Animal Care and Use Committee (IACUC). Assure compliance of general and study specific regulatory related processes with Standard Operating Procedures, as well as HRPO, FDA, and applicable regulations for the reporting of events to regulatory agencies. They shall establish data sharing agreements with groups’ managing databases/repositories and assure PII/PHI compliance with HIPAA and other applicable regulations. Prepare progress reports for the IRB/IACUC and provide auditing trails to assure protocol compliance. Maintain annual IRB approvals, amendments, and safety events, process data queries and ensure resolution. Identify problems and/or inconsistencies and monitor subjects’ progress to include documentation and reporting of adverse events; recommend corrective action as appropriate. Assist in preparation of amendments to protocols and/or modifications to study design as appropriate.

  • Compile and track research budgets, logistics and expenses for government approval. They shall oversee the ordering of supplies & equipment needed for research projects and keep track of pending orders. They shall work with Research Area and Product Line leads, as well as program managers, to ensure that the cost, schedule and performance of research efforts are accomplished in a timely fashion.

  • Review and extract data from existing military and civilian databases for research and quality improvement. The contract employee shall be responsible for establishing agreements with internal and external data sources and repositories, and shall maintain access as appropriate to support research.

  • Be proficient with using Microsoft Office Suite and be responsible for the design and editing of Word documents, spreadsheets using Excel Program, presentations using PowerPoint and maintain local database using Access.

  • Possess the ability to effectively communicate technical information, taking into account the audience and the nature of the information (technical, sensitive, controversial). This individual shall make clear presentations and reports; listens to others, attends to nonverbal cues, recognizes potential miscommunication, and communications issues in an appropriate manner.

  • Coordinate the development of data collection tools, questionnaires, databases and the application of research techniques. Assist in writing procedures manuals for data collection and coding. Design and accomplish reports, updates for government agencies quarterly, and upon request.

  • Be able to independently, or with minimal assistance, write or collaborate on writing Research Grants and supporting documentation in accordance with the guidance/instructions provided in the solicitation. Prepare oral presentations or written reports and analyses setting forth progress, trends and appropriate recommendations or conclusions. Prepare briefing charts for 711 HPW/RHM leadership and staff in accordance with specified format that captures the cost, schedule and performance status of each project. Draft and/or review written submissions for publication and or professional presentations.
