Senior Project Manager

Jada Systems is interested in obtaining contract services from a Senior Project Manager for a Data Modernization project. This individual should have an expertise and a deep understanding of digital strategy, organization, planning, cloud strategies and data-driven operations. 
Qualifications:
  • Highly experienced Senior Project Manager 
  • Ability to modernize outdated internal and external systems/databases. 
  • Manage the technology budget, drive large scale projects, and work with vendor and external city entities.
  • Complete a detailed plan and execution of the Department wide IT strategy
  • Must have extensive experience designing, developing and implementing large scale information technology modernization plans. 
  • Must have a strong working knowledge of public safety information technology systems. 
  • Experience in public safety/law enforcement systems and integration with state and national databases is required. 
  • Experience in research, development and implementing information technology strategy is highly desired 
  • Strong requirements gathering, analysis and management skills
  • Ability to Analyze and manage IT yearly financial budget
  • Strong knowledge of data warehouse and big data repository best practices
  • A working knowledge of using cellular communications
  • External research and development experience
  • A working knowledge in cyber security
  • A working knowledge of data integration tools
  • Strong knowledge of business intelligence; analytics and statistical reporting trends and best practices and problem solving
  • Experience in managing all facets of a typical system implementation life cycle, e.g. analysis, design, build, testing, transitioning to production and into support
  • Well versed in both Agile and waterfall methods of IT solutions implementation
  • Experienced with scheduling software tools, spreadsheet and data tools (such as MS Excel) and standard office tools (such as MS PowerPoint and MS Word)
  • Review business models, checking for inefficiencies and make innovative recommendations
  • Good communication skills, written and oral
  • Ability to lead and direct teams of business analysts, developers, and quality assurance personnel 
  • Self-starter with drive, initiative and a positive attitude
