Please note - this is a 40 hour/week positon.

The State of New Jersey intends to procure an Full-time hourly contracted resource for the purpose of project management and to also function as a liaison to procurement to temporarily support a role that is vacant.  Please provide sample resumes and pricing that strongly aligns with the following skills and project needs.  In addition to IT project execution the Project Manager will also assist State Contract Manager to administer State IT vendors (EBT-Host, Project Management and Independent Verification & Validation) Contracts and act as the contract manager liaison to The Division of Purchase and Property ("DPP").

Responsibilities:

  • Strong Project Management skills are required - Execution, Decision Making, Communications, Strategy Development, Team Management, Business Acumen, Technical Competence, Critical Thinking and Leadership
  • Ensure contracts are prepared and administered
  • Assist in Contract Management activities (draft, evaluate, negotiate and execute contracts) supporting MIS Unit 
  • Accountable of MIS System Ops. & Maint. Contract Management procedures and standards by record keeping for all contract-related correspondence and documentation
  • Monitor and complete contract close-out, extension or renewal, as appropriate
  • Compliance with State policies, procedures, and standards
  • Manage key supplier and contractor relationships by serving as a single point of contact for contractual matters
  • Manage MIS accounting functions including accounts receivable, accounts payable, budgeting and reconciliations
  • Provide contract-related issue resolution, both internally and externally 
  • Communicate contract-related information to all stakeholders
  • Electronic Benefits Transfer (EBT) Planning & Procurement 
  • Lead and manage multi-million-dollar WIC- EBT project execution under the supervision of the MIS Coordinator 
  • Manage and provide guidance in writing and managing formal project plans, requirements, quality assurance processes to direct all information technology projects and MIS staff
  • Monitor UPC database collection team lead 
  • Monitor and oversee the WIC ACCESS (legacy system) sunset activities 


Required skills:

  • Prior experience with RFP's, MOA, MOU's, Contracts Management activities ( draft, evaluate, negotiate, execution, close-out and renewals)
  • Experienced in procedures and standards by record keeping for all contract-related correspondence and documents
  • Experienced in accounting functions including accounts receivable, accounts payable, budgeting and reconcilations
  • Communicate contract-related issues to all stakeholders
  • Experienced in accounting functions including accounts receivable, accounts payable, budgeting and reconciliations
  • NJ State procurement process experience
  • Prior expereince in drafting State plan, quarterly finance reporting, polices, procedures , and standards
  • Prior experience developing required documents for USDA, State OIT, DOH HIT and DPP
  • Prior experience assisting in the development of Feasibility study
