H3O Labs is looking for a Proposal Manager who will interface with various teams in the writing, editing, and publication of various types of documents such as proposals, manuals, reports, plans, marketing material, and presentations. You will be responsible for ensuring that proposals are processed in a timely, compliant, complete, accurate and meets the RFP requirements and editorial specifications.
Job Duties
- Receive and analyze US Government and/or Commercial solicitations, identifying all requirements and criteria for evaluation.
- Completing government contract vehicle applications (IT Schedule 70, etc.) and small business designations (women owned, 8(a), etc.)
- Identifying and pursuing potential government contracts/proposal submissions
- Tracking company contract and agreement vehicles
- Maintaining templates for proposal sections
- Research, gather data, organize, write, edit and produce proposals
- Develop proposal schedule, outline and compliance matrix
- Attend strategy, status and review meetings to capture action items and incorporate feedback into documents under development
- Work with other Departments such as Operations, Training, Logistics and Pricing to ensure that the information submitted is accurate and compliant
- Supports proposal production by tracking timing of deliverables and conducting quality reviews of the document.
- Responsible for deliverables required of the RFP both in pre-submission and post award timeframes.
Requirements
- 5+ years of Federal government or commercial proposal experience, with responsibilities for writing, editing and preparing proposal or comparable federal/commercial programmatic experience.
- Bachelor’s degree in English, Journalism, Communications, Business or related field preferred.
- Experience working under pressure with deadlines is critical
- Excellent written and verbal communication skills, and the ability to understand and communicate technical concepts in a compelling persuasive manner
- Proficiency with MS Office Suite, including word-processing, formatting, spreadsheet production, file, and configuration management tasks.
- Proficiency with G Suite/Google Docs is a plus
- Ability to work well both independently and with diverse teams in a fast-paced and deadline driven environment.
- Strong ability to plan, organize, prioritize work, and multi-task to meet tight deadlines.
- Ability to apply superb attention to detail and consistently produce timely and error-free work.
- Ability to consistently apply good judgment in problem solving and decision making.
- Positive/proactive attitude and desire to lead and grow.
