Position Location & Duration:This position is a full time 2-year DCOP position based in Suva, Fiji for the USAID Climate Ready project.
Position Summary:
The Deputy Chief of Party (DCOP) is charged with providing support to the Chief of Party (COP) in the overall project management, specifically in the project administrative and financial tasks, as well as the M&E activities ensuring that all project deliverables are met and delivered in a timely and efficient manner. S/he supervises the project team and maintains communication with HO on procurement, monthly financial and technical reporting. The DCOP will be responsible for establishing and ensuring efficient program management, capacity building design and implementation of the regional field offices and enforcing compliance with contract provisions, FAR regulations and AIDARs, DT Global policies, and procedures, and local laws as they pertain to procurement. The DCOP will also contribute to work plans, reports and activity implementation. As such, a qualified candidate is required to have technical experience implementing climate change adaptation policy and/or finance donor-funded programs in the Pacific Region.
Specific responsibilities include:
Management
- Supports COP on the supervision of field-based program technical staff, consultants and locally hired support staff.
- Works with the COP, Program Manager (PM), subcontractor(s) representatives, and others to define personnel and technical assistance requirements in accordance with contract terms, budget and implementation needs.
- Manages and oversees capacity building and partnerships efforts executed by project staff.
- Monitors Finance Manager recording of projects transactions, ensures funds availability before commitments are made and works with Home Office team to ensure that field expenditures and accruals are reported on a monthly basis and are consistent with the approved budget.
Information/Communication
- Leads program-level knowledge management, Gender/M&E to monitor deliverables, best practices, and indicators.
- Provides program-related information to promote the program, through client or DT Global communications materials.
- Supports COP on the drafting of quarterly reports and provides overall quality control on the content.
- Ensures project implementation according to DT Global, USAID and FAR guidelines.
- Maintains effective communication and relationships with Program stakeholders and beneficiaries.
Performance Management
- Fully understands all contract requirements and client expectations
- Works with the Home Office to ensure contract compliance, risk management and profitability.
- Supports Implementation and monitors project activities, provides technical assistance and problem solving, reports frequently both informally and formally to DT Global and client to ensure achievement of contract requirements as requested by the COP
- Monitors quality assurance and quality control for all contracted services and deliverables ensuring client satisfaction with all aspects of the contract requirements.
Required Qualifications:
- Bachelor’s degree in relevant field.
- At least seven years of relevant, progressively responsible experience, and a proven track record of implementing and/or managing projects focusing on CCA policy, finance & project implementation in the Pacific.
- Combination of technical familiarity and management skills that spans the subject areas covered by the project and in-depth experience in at least one of the major areas of involvement.
- Experience on project targets and results and managing an effective monitoring and evaluation system.
- Superior project management skills and management of day-to-day operations of the project.
- Knowledge of USAID reporting and M&E systems or similar experience with another development/donor partner.
