Grant Manager

Program and Position Description: 
Development Transformations (DT) is seeking applications from qualified candidates for a U.S. Department of State-funded civil society development program in Syria. The position will be based in Berlin. The Civil Society in Syria Program (CSSP) is funded by the U.S. Department of State’s Bureau for Near Eastern Affairs Office of Assistance Coordination (NEA) and implemented by Development Transformations (DT). The program aims to increase the ability of civil society organizations, advocacy organizations, and individuals to serve, represent, and advocate for all Syrians and hold local governance structures accountable. It aims to increase citizen participation, help strengthen non-sectarian voices, expand the moderate space, and provide increased accountability for local governance structures in the targeted regions of Syria. Required Tasks: 
The Grants Manager will participate in the development of grant proposals, and is the liaison between DT/CSSP and grantees for implementation issues. The Grants Manager is responsible for management the implementation of grant agreements. Grants Manager responsibilities include but are not limited to:
  • Work with Grant Development Managers (GDMs) to develop grant budgets, consistent with related objectives, expected outputs and grant proposals; 
  • Ensure proper negotiation of terms and conditions for grants and modifications, as necessary, with focus on analyzing budget estimates to ensure all costs conform with NEA and DT/CSSP regulations and policies;
  • Assist in the process and development of calls for proposals (RFAs, APS, etc) and participate in subsequent review processes, with focus on ensuring transparency, accountability and effectiveness of program interventions;
  • Work with Capacity Building Team to measure grantee financial and management capacity and propose implementation strategies;
  • Prepare grant agreements for signature;
  • Ensure that grantees receive and understand relevant NEA and DT/CSSP policies, procedures and reporting requirements;
  • Ensure that grant disbursements conform with approved budgets and agreed-upon grant disbursement schedule; 
  • Review grant financial reports and grant payment documentation; 
  • Submit grant-related payment requests to the Finance and Operations Team and include the required supporting documents for each request;
  • Ensure timeliness of deliverables submission and monitor cash-flow requirements for grants; 
  • Monitor the implementation of grants, ensuring that implementation is carried out in a non-partisan manner and that all outputs as stated in agreements are achieved;
  • Ensure grant  agreements are current, that expenditures are within agreed budgets, and work is done within agreed timeframes;
  • Collect and accurately and timely enter grant deliverables and other management data in the program database - maintain appropriate programmatic records and documents in grants folders and in CSSP program management database (TAMIS);
  • Maintain grant files and ensure they include all necessary accounting and other documentation and are “audit ready”;
  • Assist in archiving of grants ensuring that implementation documents, including clearances, agreements and contracts, amendments/modifications and final reports are prepared for archiving;
  • Other duties, as assigned by the Regional Program Manager, that are consistent with the overall focus of the assignment.
Required Experience and Skills: 
  • Bachelor's degree in a relevant field, such as Business Administration, Finance or Accounting
  • 3+ years of hands-on experience in in grants design, administration, budgeting, management, implementation, and oversight in partnership with civil society organizations, preferably on US Government-funded programs focused on civic society strengthening, peacebuilding and community development; 
  • Experience overseeing grants, procurements and service contracts in compliance with donor regulations, with knowledge of USAID, DOS and other US Federal regulations; 
  • Demonstrated experience in programs requiring community-level engagement;
  • English and Arabic language fluency, including excellent writing skills;
  • Excellent communication skills and demonstrated skills in effectively working, coordinating and negotiating with local institution and organizations, donors, and partners; 
  • Experience working in Syria and/or neighboring countries on similar grant-making programs;
