    Job Description

    You will help build and run the unit conducting cyber security strategic planning with agencies, and manage a team of strategic planners. Under the guidance of the Chief of Strategy, you will set the unit’s philosophy and strategies, and manage its programs and operations. You will be responsible for helping agencies enhance their protection against, and decrease the impact of, their most critical loss events by developing agency-specific cyber security strategic plans and road maps that prioritize each agency’s focus on maturing targeted elements of their respective information security program.

    Strategic Planning with NYC agencies
    • Oversee the development and maintenance of a multi-year cyber security strategic plan for each NYC agency that seeks to reduce the risk of their most critical loss events through prioritized focus on maturing targeted elements of each agency’s information security program;
    • Oversee the development and maintenance of an annual cyber security road map for each NYC agency, building on the cyber security strategic plan, that sequences the elements of each agency’s information security program targeted for maturity;
    • Coordinate across NYC Cyber Command divisions and domains to collect inputs for the Strategic Planning, ideally via automated workflows;
    • Develop new strategic planning products and services to enhance the development, communication, maintenance, and updating of agency-specific cyber security strategic plans and work plans.

    Internal NYC3 Strategic Planning
    • Assist the Chief of Strategy in the development of the strategic plan for NYC Cyber Command.

    Other Duties
    • Contribute to the creation and stewardship of organizational culture and ethos, both internally and externally;
    • Support NYC Cyber Command during a significant cyber incident;
    • Manage special cyber security initiatives and projects, as assigned by the Chief of Strategy.

    Minimum Qualification Requirements

    1. A baccalaureate degree from an accredited college and four years of satisfactory full-time experience related to projects and policies required by the particular position;

    or

    2. Education and/or experience which is equivalent to "1" above.

    • Superior management and leadership experience in a highly collaborative and entrepreneurial organization, directing or leading a complex and sophisticated operational teams as well as implementing initiatives, services, processes, protocols, or plans with demonstrated results that create lasting impact;
    • Excellent verbal & written communication skills;
    • Demonstrated experience working with technical and non-technical personnel on challenge, complex initiatives and efforts;
    • Outstanding collaboration and team building skills;
    • Excellent organization, presentation and facilitation skills;
    • Knowledge of strategic planning frameworks;
    • Knowledge of Risk Management Framework (RMF) requirements;
    • Knowledge of risk/threat assessment;
    • Knowledge of data flow automation;
    • Familiarity and ease with human centered design practices to influence the creation, implementation, and ongoing development of initiatives, services, processes, protocols, and plans.
