Senior Latent Print Examiner

The contractor position of Latent Print Senior Forensic Advisor (Latent Print SFA) serves as a forensic advisor to host country officials in meeting US foreign policy goals for assisting post-conflict nations and emerging democracies develop effective, humane police service capacities under sound rule of law.
 
The Latent Print SFA must have expertise in latent print analysis and known to unknown comparison as well as database management.  The Latent Print SFA is part of a team of forensic and criminal justice professionals addressing various critical disciplines.  The Latent Print SFA is the principal subject matter expert (SME) to work with in Somalia in advising and mentoring Somalia officials on collection of latent prints as well as comparison to known impressions.   The SFA is responsible for advising and training Somalia lab officials on a variety of chemical, electromagnetic and digital methods for enhancing latent prints.  The Latent Print SFA will also advise Somalia lab officials on the utilizing fingerprint databases, like the Integrated Automated Fingerprint Identification System (IAFIS) as well as best practices for  presenting latent print comparative analysis in court. 
 
REQUIREMENTS (Superior experience in critical areas may be substituted for other areas at DOJ discretion) 
U.S. Citizen; 
Minimum of 10 years of progressively increasing forensic experience;  
Minimum of 5 years of related latent print examination experience in an ISO 17025 accredited facility;  
Minimum of 4 years of experience advising or training foreign officials on forensic related topics; 
Bachelor’s degree in Forensic Science or related fields from a US Department of Education accredited institution; 
Professional Certification, Certified Latent Print Examiner (CLPE) through the International Association for Identification (IAI) or equivalent; 
Continuing education demonstrated through publications, presentations, coursework, internships, or certifications; 
Ability to obtain and maintain a Public Trust certification from the U.S. DOJ;
Language and foreign service skills/experience are desired. 
 
Other desired qualifications include: 
Experience training or advising foreign officials; 
Experience supervising or managing latent print forensic analysis activities; 
Demonstrated experience in QA/QC inspections and validation for forensic facilities;
IAI Latent Print or Tenprint Certification.
