Duties:
- Assist in the preparation, update, and maintenance of FMS acquisition program and procurement documentation in accordance with DoD 5000 series and related policy documents. Such documentation could include, but not be limited to, Acquisition Strategies, Acquisition Plans, Statements of Work, and Cost Analysis Requirements documents.
- Support Program Office acquisition strategy development.
-Act as a SME in contracting vehicles, providing innovative solutions to customer-unique FMS procurement requirements.
- Assist and support all aspects of FMS program milestone reviews and associated approval process including required documentation.
- Perform or assist in performing cost analyses that identify cost breakdown for contracts and contract modifications.
- Prepare and provide recommendations for program cost estimates and cost realism, total ownership cost (TOC), cost as an independent variable (CAIV), life cycle cost (LCC), and related budgetary activities.
- Perform cost tradeoff studies and comprehensive program risk assessments.
- Assist in the preparation of PR packages for complex multi-national FMS programs.
-Develop incentive plans based on technical merits identified by the PEO IWS 4.0 Technical Director and Combat System Engineers.
-Track e-Milestones and submit SWARM reports to the PEO IWS Front Office as applicable.
-Interface with NAVSEA 02/the Procuring Contracting Officer (PCO) to incorporate feedback on acquisition documentation and align overall procurement strategy.
Requirements:
- Requires bachelor's degree or equivalent, and a minimum of 7 years related experience. Master's degree and professional certification preferred
- Direct experience with NAVSEA acquisition contracting processes including Acquisition Review Boards, Navy Program Decision meetings, Acquisition Program Baselines, and related processes.
- Advanced knowledge of DoD and NAVSEA 5000 series Program Acquisition Instructions.
- Experience working in or with other external DoD organizations including NIPO, OSD, MDA, and Navy Field activities.
- Experience providing acquisition support to US Navy combat and weapons systems programs.
- Must have a current DoD Secret security clearance.
