ATC Site Manager

PRIMARY DUTY:  Performs air traffic control functions as a full performance controller in each position or combination of positions. Functions or works as a sole tower operator with all Air Traffic Control performance requirements.  Performs all basic weather watch functions during assigned shifts. Provides general supervisor over all controllers assigned to a facility.
 
Establishes work priorities for personnel working in a control tower.  Ensures effective utilization of air traffic personnel. Conducts airfield inspections and checks, as required. Utilizes quick response checklists to perform air traffic activities and responsibilities.  Responds to inflight and ground emergencies.  Assists crash fire rescue and medical personnel with airfield emergencies.  Assists in establishing Bird Watch Conditions. Provides technical aspects of airfield administration, training, safety, and operations.  Ensures Notices to Airmen (NOTAM) are accurately processed.  Publish NOTAMs for lighting outages as appropriate. Reviews and initial flight plans, traffic logs, NOTAMs and other supporting flight data information for accuracy, completeness and conformance to establish directives. Receives and transmits flight plans, meteorological, navigational, and other information in air traffic control station to perform preflight and emergency service for airplane pilots: Accepts flight plans from pilots in person or by telephone and reviews them for completeness. Routes plans for operating under instrument flight rules to control center and for operating under visual flight rules to station in vicinity of destination airport, using radio or interphone. Opens and closes the airfield and inspects airfield lighting.  Relays traffic control and other instructions concerned with aircraft safety to pilots. Radios such information as identifying landmarks, beacons, and available landing fields to pilots in flight. Maintains file of plans for operating under visual flight rules until completion of flight, and contacts facilities along route of flight to secure information on overdue aircraft. Reports lost aircraft to control center for rescue or local emergency services. Maintains written records of messages transmitted and received. Schedules personnel for duty, directly supervises all personnel, and chairs Airfield Operations Boards.  

WORKING PROCEDURES:
  1. Develops duty schedules for sufficiently qualified personnel.  
  2. Operates all tower positions (Controller-in-Charge, Local Control Position, Ground Control Position, Flight Data Position) IAW FAA and USAF guidance.
  3. Record and transmit surface weather observations locally and longline in accordance with existing air weather service policies.
  4. Operates meteorological and communication equipment.
  5. Obtain and transmit locally all pilot reports.
  6. Disseminate weather warnings and watch advisories as required.
  7. Advises maintenance technicians of all equipment problems.
  8. Assists in the unit’s operational effectiveness program.
  9. Protects and upkeeps government furnished and Company furnished equipment and property.
  10. Maintains a facility directives index and copies of all applicable air traffic publications.
  11. Develops and implements a facility training program and maintains controller training records.
  12. Provides monthly status reports to higher headquarters.
  13. Coordinates maintenance and modernization requests to higher headquarters.
  14. Assists in the deployment and integration of air traffic support personnel.
  15. Develops and implements a quality assurance program
  16. Exercise general staff supervision, including installation/sustaining base operations.
  17. Develops and implements policy guidance to manage facility operations.

Physical Requirements

  • Working at a computer or desk (considerations: sitting, eye strain, hand strain)
  • May involve long periods of sitting or standing.

Work Environment

  • Typically indoor conditions but heat may be a factor.
  • Needs to have clear, concise and accurate communication skills
  • Need to work well with, co-operate, and support clients, supervisors, and co-workers

Other Essential Functions

  • Able to work in a dynamic and multi-task work environment by prioritizing work and coordinating task/project schedules.
  • Follow the safe practices and rules contained in ClancyJG International’s Corporate Health & Safety Plan and other such rules and practices communicated on the job.
  • Grooming and dress must be appropriate for the position and must not impose a safety risk to the employee or others
  • Must be a U. S. Citizen.
  • Must pass drug testing.
  • Must be able to read and write effectively in English.
  • Must be able to obtain and maintain an AFRC inspection stamp
  • Must be able to obtain a security clearance
