COMPANY PROFILE:
The hiring organization is a new Medicare Advantage Health Plan exclusively available to long-term skilled nursing facility (SNF) residents in Oklahoma City, Tulsa, and the surrounding counties. Eligible residents will be able to enroll in the plan in mid-October of 2019 and coverage begins on January 1, 2020. The company is a SNF owner/private equity partnership plan that currently operates in two other states and will be operating in five states total by the end of the year. They operate on a patient-centered nurse practitioner clinical model in which the nurse practitioners partner with the residents’ primary care and nursing teams, focusing on improving quality and appropriateness of care and ensuring the residents’ goals of care are achieved.
POSITION DESCRIPTION:
The Director of Clinical and Quality Operations (DCQO) is responsible for achieving the clinical and quality goals, which are defined in the health plan’s organizational quality plan and annual clinical performance plan. To achieve these goals, the major areas of activities will include:
- daily oversight and monitoring of the model of care elements/metrics
- daily oversight and monitoring of clinical performance metrics
- daily oversight and monitoring of quality metrics
- ensuring clinical program quality excellence
- ensuring contract compliance
This position will have primary authority and responsibility for managing the overall clinical operations and quality functions and will have oversight authority for any delegated entities delivering clinical services, including the clinical affordability program.
The DCQO will additionally be responsible for:
- overall clinical performance of the market
- conducting SNF readiness evaluations
- making recommendations to the Market Health Plan President
- supervising market clinical resources, assigning based on market size and complexity
- establishing a strong working relationship with SNF leadership and other stakeholders
- ensuring clinical and quality programs are delivered in accordance with state and federal regulations, accreditation standards, and health plan objectives
- creating and ensuring delivery of standards and policies, within budgetary guidelines
- delivering and reviewing the annual quality improvement plan
- delivering and reviewing the utilization management plan
- delivering and reviewing other policies and procedures
- ensuring appropriate staff and vendor training
- actively participating in clinical operations, quality, and delegated oversight committees
This position reports to the Market Health Plan President for market-based functions and to the Chief Clinical Officer for clinical functions. This role will directly supervise the Clinical Operations Field Manager and other nursing and related staff.
REQUIREMENTS:
- Oklahoma NP license
- active DEA
- appropriate certification; adult-gerontology preferred
- previous experience in SNF settings
- previous leadership experience
- previous experience in clinical quality programs, utilization management, etc.
