Regional Property Manager
Affordable Housing Division

Reports to | Director of Affordable Housing
Job purpose
Overall responsibility for the fiscal and physical management of various multi-unit properties.
Duties and responsibilities
- Visit local portfolio properties at least once per month
- Visit extended portfolio properties at least once every six weeks
- Meet with Property Manager each visit and entire property staff semi-annually
- Complete inspection and fill out inspection report of the following for each visit:
- Interior Common Areas
- Exterior of the property
- Vacant Units
- Monitor all vacancies ; including length of time to prepare for occupancy
- Seek assistance from Director of Affordable Housing for vacancy issues
- Complete annual operating budget by November 1 of preceding year.
- Provide Director of Maintenance with capital improvements that will require bids for upcoming year no later than December 1 of the preceding year.
- Complete quarterly review of budget variances and submit to Director of Affordable Housing and President
- Approve invoices that are not approved by Property Manager, or anything over $500 (non utility invoices)
- Responsible for hiring, termination, and oversight of all on-site employees
- Handle resident complaints if Property Manager fails to resolve
- Review Monthly Operating Reports for all portfolio properties by the 5th of the month
- Review General Ledger of each property quarterly and submit report with discrepancies to Director of Affordable Housing and Accounting Professional
- Notify Director of Affordable Housing immediately anytime one of the following events occur:
- An employee is injured on the job
- Any lawsuit is brought against a property or Arbors Management Inc. for any reason
- A fire or other large emergency at a property
- An employee is out on any form of leave (i.e. STD, LTD, leave of absence)
- Any large variance in the budget
- Any financial difficulties with a property, including unpaid bills
- Review and list bad debts quarterly and complete write-off in Affordable Accounting Software
- Correspondence with governmental agencies and Director of Compliance on non-compliance issues
- Review and or create Insurance and Tax Escrow analysis.
Qualifications
Qualifications include:
- Ability to assess situations and make fair decisions for all parties involved
- High School Diploma or GED
- HUD/Section 8 Experience preferred
- Real Estate License or ability to obtain one within 90 days of hire
- Previous Property Management experience required
- Computer/Internet knowledge
- Supervisory Skills
- Ability to work well with others
