Position: 
 
Apogee Research is seeking an experienced, highly motivated, and organized Facility Security Officer to direct and manage Special Access Program (SAP) and Collateral Program operations and provide expertise in a wide variety of security functions.  In this position, a successful candidate will report directly to the CEO and be responsible for the daily security operations and ensure compliance with the National Industrial Security Program Operating Manual (NISPOM). The FSO/CPSO must have experience handling a variety of security functions and tasks that include personnel security, physical security, document control, visitor control, automated information security (AIS), and employee security training. The candidate must have a strong working knowledge of the NISPOM, DoD SAP Manuals, and all other security-related regulations and procedures. The successful candidate will work closely with the CEO/CFO and COO as well as business operations staff. The FSO/CPSO is the primary interface with government personnel regarding program security matters and requirements. The FSO/CPSO will complete the PAR process, prepare for inspections, process visit requests, conduct security briefings, maintain access rosters, classified shipments, and IDS/access management systems and perform other duties as assigned. This is an excellent opportunity for an energetic and experienced FSO able or ready to lead security activities in a growing federal government contractor. Apogee Research management is security conscious and knowledgeable; management personnel can provide day-to-day guidance to an engaged FSO with limited CPSO and/or SAP experience. 
 
This job requires a final TOP SECRET security clearance. We will only accept candidates that currently have a final TOP SECRET security clearance.  Therefore, any applicant must be a US CITIZEN and must work on-site in Arlington, Virginia.  Full-time employment inquiries only. 
 
Responsibilities 

  • Oversee Special Access Program (SAP) operations, Collateral and Controlled Unclassified Information (CUI) Research and Development programs. 
  • Process personnel security clearances and track security clearance investigations. 
  • Administer JPAS, e-QIP, DISS, NISS, OBMS/EMASS and other databases as required. 
  • Perform briefings, debriefings and security training. 
  • Oversee the physical security for office space including Collateral, SCI and SAP programs/facilities. Ensure SAP and SCIF comply with ICD 705 requirements. This may involve review, approval and accreditation. 
  • Maintain Facility Clearance, conduct self-inspections and prepare for IP reviews and DSS Security Assessments 
  • Manage the visitor control program which includes processing incoming and outgoing classified and foreign national visit requests. 
  • Investigate and prepare reports for security violations and incidents. 
  • Review and generate DD Form 254s and provide guidance of flow down security requirements. 
  • Maintain personnel files, security documentation. 
  • Lead and coordinate company Insider Threat Program efforts. 
  • Maintain Information Management System for classified documentation; ensure document tracking and control and accountability; maintain reproduction and destruction capabilities. 
  • Manage safeguarding, control and record keeping of classified information. 
  • Prepare processes and procedures for creating, handling, and storing classified material. 
  • Prepare documents for secure transmission (marking, faxing, wrapping, and mailing). 
  • Respond to alarms and other emergencies after business hours and/or nights/weekends. 
  • Maintain COMSEC Accountability. This includes the preparation for Government audits, Semi-Annual Reporting, and Continuity of Operations. 
  • Assist ISSM with maintenance and monitoring of classified information systems.

Experience Required 

  • Must have active TS clearance and be SCI Eligible at time of appointment 
  • Bachelor’s Degree and 4+ years’ related as an FSO or security specialist; experience (additional experience is considered in lieu of degree). 
  • Successful completion of DOD FSO training courses within one month of employment. 
  • Experience in industrial security experience and in-depth knowledge of the NISPOM and keep abreast of ever-changing industrial security regulations 
  • Experience working with the DoD community. Experience working with DARPA is highly desirable. 
  • Possesses thorough knowledge of the government clearance process and experience with JPAS, NISS, DISS and E-QIP. 
  • Experience in Personnel and Information Security, document and visitor control, and working in an SCI and/or SAP environment. 
  • Experience reviewing contracts at all levels (from proposal to close out) to identify security requirements and then assure compliance
  • Self-starter, highly motivated, able to meet multi-task and meet tight deadlines essential. The ability to work well under pressure and changing priorities. Must have excellent work habits, including a willingness to work the hours necessary to get the job done. 
  •  Excellent communication skills (oral and written), ability to work in a team environment, and must work well with others. 
  • Effective problem - solving and mediation skills. 
  •  Proven ability to cope with conflict, stress and crisis situations.
