The Program Manager, Sponsored Research is responsible for supervising the overall day-to-day operations and coordination of the  administrative support function, including supervising staff, planning, organizing and implementing administrative systems. This position reports directly to the Business Integration Manager. 
 
·         Oversees the activities performed by the research unit within the institute, including office management, implementation of procedures, grant and project management, records management, collection and reporting of statistics, and budget management functions.
·         Serves as a point of contact for information concerning the activities of the office team and is responsible for responding to all inquiries within established guidelines.
·         Plans, organizes, controls, and manages the work of assigned staff.
·         Participate in establishing operational plans and initiatives to meet the organization’s annual goals and objectives.
·         Improves program and service quality by devising new applications, updating procedures, and evaluating system results
·         Prepares manuals and other materials describing work procedures and standards.
·         Prepares reports, written summaries and action plans as required by the Business Integration Manager.
·         Regularly monitors the accuracy, completeness, and timeliness of grants and manuscripts processing and activities.
·         Researches funding opportunities that meet the needs of the organization
·         Trains staff in the use of work systems, software/new software functions and to trouble shoot problems.
·         Oversee and review all grant applications (laboratory and clinical) inclusive of ensuring compliance related to IDC waivers, institutional letters of support and conflict of interests.
·         Facilitates review and approvals of all clinical contracts; ensures review when warranted by the Director of Technology Transfer.
·         Provides administrative support in special projects; perform special studies and coordinate special projects as requested; prepare special reports and other materials as directed.
 
SUPERVISORY/MANAGEMENT RESPONSIBILITIES:
·         Responsible for talent acquisition, retention, performance management, training and development of all direct reports
·         Plans and evaluates the performance of direct reports. Establishes performance requirements and personal development targets. Monitors employee’s performance and takes, in accordance with the policies and procedures and employment laws, necessary steps when performance expectations are not being met.
·         Assigns work to facilitate the continuous workflow of the department. Ensures adequate coverage and timely workflow; ensure adequate office staffing adjusting for absences.
·         Regularly meets with direct reports, scientists and other staff to discuss issues affecting the business unit. Conducts formal staff meetings to discuss ways to make the team function more efficiently.
·         Implements department’s plans, goals, work programs, processes, procedures and policies required to achieve overall department performance results.
·         Track and communicate project status to the project team to ensure that project priorities are understood.

·         Strong organizational skills and demonstrated capacity to develop and implement practical strategies, plans and solutions to identified issues and problems.
·         Superior critical thinking skills, including the capacity to identify and appropriately assess and order competing interests and priorities.
·         Good judgment, discretion, tact and ability to converse easily with prominent academics and significant leaders in the nonprofit and philanthropic community 
 
SKILLS AND EXPERIENCE: 
·         Extensive knowledge of effective supervisory and management techniques.
·         Must have a high level of work ethics and confidentiality standards.
·         Must have excellent communications and interpersonal skills, including the ability to establish and maintain effective working relationships with team and other employees.
·         Extensive knowledge of the record retention requirements procedures and effective records management techniques. 
·         Demonstrated ability to organize, direct, and perform high-level supervisory duties in a manner that encourages and engages department’s high performance.
·         Demonstrated ability to identify problems within the business unit and to develop feasible solutions.
·         Ability to maintain a variety of complex records and prepares reports from such records for Business Integration Manager’s review.
·         Excellent writing skills and the demonstrated ability to develop written reports and action plans.
·         Excellent project management skills. Excellent grant development and administration abilities.
·         A minimum of five (5) years of experience managing groups.
·         A minimum of five (5) years of experience working in a research laboratory environment, with understanding of research laboratory operations.
·         Minimum of five (5) years office administration experience.  Prior experience in research procedures, legal documents, laws and factors pertaining to research laboratory such as NIH/IRB policies and procedures and ability to use these policies and procedures to resolve problems/concerns.
·         A minimum of 5 years grant administration and management.
·         A minimum of 5 years of forecasting, maintaining, planning and executing budget and assessing staffing needs.
·         A minimum of five (5) years of experience in developing and implementing quality control systems.
